Background
- Service: Supervision and commissioning
- Industry: Concrete recycling
- Country: Ukraine

C2CA, a pioneer in concrete recycling and upcycling technology, was selected to deliver and install a groundbreaking concrete upcycling facility in Ukraine.
Given the heightened safety and security risks in the region, C2CA engaged Plant Supervision to provide an experienced supervisor for the project. The supervisor was meant to transfer the knowledge and ensure a safe and effective commissioning process in Ukraine.

Challenge
With installation date fast approaching, C2CA needed to secure an experienced supervisor and commissioning engineer, ideally with specific cement experience and a proven track record in complex environments like Ukraine.
The assignment included on-site training of the supervisor by C2CA staff in the Netherlands, followed by the on-site training of local staff in Kyiv by the Supervisor with the right competencies and safety awareness.
In addition to technical expertise, C2CA required a provider that could manage all aspects of deployment, including logistics, emergency preparedness, and local regulatory compliance.
Our solution
While the original request involved two separate roles, Plant Supervision identified a single expert from our workforce who could fulfill both tasks, acting first as installation supervisor and then as commissioning engineer. This not only reduced headcount and cost, but also ensured continuity across project phases, improving communication and accountability on-site.
Following a hands-on orientation at C2CA’s test facility in the Netherlands, our specialist was deployed to Ukraine. Prior to deployment, we carried out a detailed emergency and safety protocol to ensure preparedness in the region.
Our full-service solution also included handling of all visa formalities, payroll, travel, and accommodations.

This collaboration highlights the advantages of a flexible workforce model in today’s project landscape, where agility, cost-efficiency, and the ability to scale on demand are more critical than ever.
