Our client, a Danish equipment manufacturer specializing in power plant solutions, secured a contract to deliver and install their state-of-the-art equipment on a biomass plant in France. As part of the commissioning phase, they planned to deploy two engineers from their own workforce – one based in Denmark and one from the Philippines.
Initially, the client intended to handle the entire deployment process in-house, relying on previous experience from a similar project in France two years earlier. However, they encountered complex challenges that required Plant Supervision to take over the process in full.
Challenge
Since their last project in France, the regulatory environment had changed significantly:
- Stricter audits of A1 certificates and declarations, with higher fines
- Longer processing times and more documentation required
- Conflicting information from sources, creating confusion
Although the client had experience managing Danish compliance, deploying a Philippine engineer introduced additional complexity, involving labor law rules in both France and the Philippines.
After trying to decipher the requirements and with handover deadlines approaching, the client realized the process had become too time-consuming and high-risk to manage internally.
At this point, they turned to Plant Supervision to take over the deployment proces completely, ensuring everything would be handled effectively and in full compliance.
Our solution

We prepared a complete document package for the Philippine engineer and arranged his French Embassy appointment in Manila. The package included records such as fiche de post, CV, employment contract in compliance with French labour laws and standards, degree certificate and documentation of medical visit.

Results

The Philippine engineer was deployed to site after 90 days, only due to processing delays at the French Embassy in Manila.
Despite these external delays, the project continued with minimal disruption, and the commissioning phase was completed successfully and in compliance despite multiple on-site audits.
After the project handover, both engineers returned home ready for their next assignments.
