Applications that collect test data and present it so a specialist can assess it. Most of it is built for the specific setup rather than bought off the shelf, so someone has to build it from scratch and keep it running once it is in use.
In a manufacturing, pharma, energy, defence or automation company, that work can sit with relatively few developers. When they are tied up in a release, on leave, or leave the company, the work that was next in line stays where it is.
