Managing day-to-day O&M in-house means taking responsibility for large workforce – often 200 or more people across operations and maintenance. For most operators, that workforce is the harder problem to solve, not the equipment.
In markets across Africa and Asia, the challenge runs deeper. Local technical competencies might be limited, qualified engineers are in short supply, and the younger generation is less willing to take on factory roles. The majority of African cement plants have already moved to some form of outsourced O&M. The question is which model fits.
Full O&M outsourcing — where a provider takes KPI-based responsibility for everything from safety to process reliability — is one option. But it is expensive, administratively complex, and in practice rarely the right fit for plants in emerging markets. Compliance alone has stopped several large operators from making it work.
